Preheat oven to 350 F and line a muffin pan with cupcake liners. In a large mixing bowl, combine all the wet ingredients: melted butter, eggs, milk and melted chocolate.
Whisk together all the dry ingredients in another bowl and add the mixture to the wet ingredients. Mix everything together lightly just until incorporated. Do not overmix.
Fold the chocolate chips. Spoon batter into the muffin liners until they are 3/4 full. Bake at 350 F for 20-25 minutes, or until a toothpick inserted at the center comes out clean with a bit of melted chocolate chips.
